Title: Panning raster maps

Raster maps don't seem to pan correctly when zoomed in. The larger the zoom the more evident misbehavior. See the video (//http)

Map in video is Oruxmap sqlite format made in MOBAC. However the same panning error can be observed in online Opentopo maps when zoomed beyond 15.

I have a Oinom LMV9 with Kitkak 4.4.
