Problem with usgs wms large scale maps

New to the forum.  



I have a samsung galaxy sIII mini, and an LG tablet.  Neither device seems to want to load the usgs wms large scale maps.  They both load the US map under layers and they both load the us WMS topo's small scale maps just fine. When I attempt to switch to the large scale map I get a screen full of the dual circular arrow icons and no map.



I tried clearing the cache, it made no difference.



I have not tried loading topos from other sources.  What I'd like to get to is 1:24000 scale topos offline for hiking/hunting maps.
