Vector maps with non-Latin labels

I'd like to see vector maps labeled with local names (Hebrew, Arabic, Russian etc.)

Would that require changes in the theme or in the database as provided by openadromaps/mapsforge?

I think it depends on the maps alone, there is nothing in the theme API about that.
